The Berkeley Public Library Foundation honored authors from the San Francisco Bay area at its 14th annual dinner, las February 6th, in support of the Berkeley Public Library.  Among those recognized was 2013 U.S. Fulbright Scholar Dr. Richard Scheffler, who visited Chile in 2012, to work on a book regarding health care and economic policies in this area. Scheffler is a Distinguished Professor of Health Economics and Public Policy in the School of Public Health and the Goldman School of Public Policy at UC Berkeley.

Prof. Scheffler also holds the Chair in Healthcare Markets and Consumer Welfare endowed by the Office of the Attorney General for the State of California. With Stephen Hinshaw, Scheffler has co-authored The ADHD Explosion: Myths, Medication, Money, and Today’s Push for Performance which blends clinical wisdom, current science, medical and school policy, and global trends to debunk myths and set the record straight about ADHD.

The goal of his project work at the Catholic University in Santiago, Chile was a book manuscript regarding a global perspective on Pay for Performance (P4P) in Heatlh System, which will be published by World Scientific Publication. He believed then that there was quite a bit of controversy and uncertainty about this approach and its success. He believes this book will set up a framework for understanding P4P in OECD countries, such as Chile, and low- and middle-income countries. It will evaluate critically the evidence on the implementation and the successes and failures of these programs. The book is intended for policy makers in health care, health economists, and major global organizations, such as the World Health Organizations, the World Bank, and the United Nations.
